<title>Proposed Changes to Opioid Education and Prescribing Requirements &amp; Administering Injectables </title>

<title>Center for Rural Pennsylvania Presentation to the PA State Board of Pharmacy (4/28/26, Harrisburg) </title>

<title>HB980 Unanimous Final Consideration Vote in the PA House of Representatives! </title>

PSHP leadership was present in Harrisburg to witness this important milestone. Special thanks to Representatives Venkat and Kuzma, along with bill co-sponsors. Thanks to all PSHP members who have actively reached out to their State Representative to advocate for this legislation. The next important step is to interact with your PA Senator to help move a corresponding bill forward in the PA Senate. Currently, the bill is with the Senate Consumer Protection and Professional Licensure Committee for consideration. At the same time, the current framework is narrow, and it limits how pharmacists can help address the growing number of communities with limited access to healthcare across the Commonwealth.</span></p> <p><span style="color: #333333; font-size: 14px; font-family: 'Open Sans';">Many states are turning to a standard of care model to update their pharmacy practice acts and better reflect how other healthcare professions are regulated. This important legislation would update the membership of the Pennsylvania State Board of Pharmacy to include the first pharmacy technician on the Board and right-size health-system pharmacist representation on the Board. At present, there are nine bill cosponsors (Senators Coleman, Collett, Baker, Kane, Culver, Schwank, Fontana, Vogel, and Malone) representing bipartisan sponsorship. Given the significant growth in pharmacy services within these settings, it is crucial that we enhance their representation on the Board. Currently, only one pharmacist represents acute care/hospital-based professionals, which does not adequately reflect the complexity and scope of their work.<br style="direction: ltr;" /><br style="direction: ltr;" />Additionally, there is no representation from pharmacy technicians on the Board, despite their recent requirement to become registered in PA and their essential role in the medication process across Pennsylvania.</p><p style="direction: ltr; text-size-adjust: 100%; line-height: 17.5px;">The proposed legislation seeks to amend the Pharmacy Act to include a second acute care institutional pharmacist.&nbsp; A pharmacy technician would be added so that their important voice can be heard. This change would ensure that diverse perspectives are considered in decision-making and align the Board's composition with other health professional Boards.<br style="direction: ltr;" /><br style="direction: ltr;" />By right-sizing the Board’s membership to best mirror pharmacy representation across the state, we can create a more effective governance structure that reflects the evolving nature of pharmacy practice in our Commonwealth.</p><p style="direction: ltr; text-size-adjust: 100%; margin-bottom: 0px; line-height: 17.5px;">PSHP is committed to advocating for passage of this bill. <title>PA State Board of Pharmacy Continued Discussion Regarding Jurisprudence Examination Requirement</title>

<description><![CDATA[<span style="color: #6f6f6f; font-family: Poppins, sans-serif; font-size: 14px;">The State Board of Pharmacy (SBOP) meeting scheduled for December 2, 2025 where both Michigan and Vermont presentations were scheduled on the agenda sharing their experience not requiring any MPJE examination was postponed due to a weather-related need to reschedule the meeting. As you may recall, during the October 7, 2025 SBOP meeting, additional exploratory discussion occurred regarding different options for jurisprudence examination requirements for future pharmacists in the state. A state-specific module option idea was again mentioned for possible consideration. PSHP reiterated our opposition to requiring a jurisprudence examination as shared earlier this year. It was noted that a few states including Michigan, Alaska, Idaho, and Vermont do not require such law examination for pharmacy licensure. The discussion is anticipated to continue at a SBOP meeting in early 2026.</span>]]></description>

<title>PA House Bill 1881 Passes in the House of Representatives</title>

<title>Updates from the August PA State Board of Pharmacy Meeting</title>

Pertinent information shared included that 89% of pharmacies have renewed (8/31/25 deadline). A total of 98 pharmacy technicians successfully completed registration with the state to date since the registration requirement became effective on 6/28/25. The SBOP is in the process of creating a FAQ document and noted that the deadline for technician registration in Pennsylvania is 6/28/26.&nbsp;In addition to background checks/clearances, three hours of child abuse education documentation are initially required for each pharmacy technician upon registration, and applicants will be required to submit a&nbsp;<span style="direction: ltr;"><a href="https://www.npdb.hrsa.gov/ext/selfquery/SQHome.jsp" target="_blank" data-link-id="164078877136651528" style="direction: ltr; text-size-adjust: 100%; word-break: break-word; color: #409cff; text-decoration-line: underline;">Self-Inquiry</a></span>&nbsp;to the&nbsp;<span style="direction: ltr;">National Practitioner Data Bank, NPDB</span>&nbsp;(at an additional cost of $3.00).</p><p style="direction: ltr; text-size-adjust: 100%; color: #6f6f6f; font-family: Poppins, sans-serif; font-size: 14px; line-height: 17.5px;">Educational requirements for authorization to administer injectables was also discussed. The SBOP is considering less restrictions by removing the timeframe of educational course completion, currently stated as within 3 years prior to the application for authorization to administer injectables. <title>Temporary Provisional Pharmacist Licenses in PA</title>

This amendment to the Pharmacy Act will
    waive certain requirements and issue a temporary provisional endorsement license under Act 41 of 2019 that will in effect allow those pharmacists licensed in other states to receive a license to practice in Pennsylvania which will expire on January
    2, 2026.</p>

<title>PA State Board of Pharmacy Updating Pharmacy Regulations to Expand Pharmacy Law Examination Options</title>

An additional aspect of the modified text approved during the June 17, 2025 SBOP meeting included the statement 27.24(d), “The Board may require evidence of additional Pennsylvania-specific jurisprudence training in addition to the Board-identified pharmacy jurisprudence examination.” The SBOP will also incorporate language permitting pharmacy students to sit for jurisprudence examination prior to graduation. Importantly, these changes will allow more flexibility and timeliness of attaining licensure in the Commonwealth, although such changes in Pennsylvania will still require legislative approval. While NABP will offer a uniform MPJE examination starting in summer of 2026, the timeline of incorporating into PA’s jurisprudence examination process is still to be determined.</span></span></p></td></tr></tbody></table><br />]]></description>

PSHP also provided language to introduce the first ever pharmacy technician seat on the SBOP in the proposed legislation. On March 20<sup style="direction: ltr;">th</sup>&nbsp;Dr. Venkat, along with 7 co-sponsors, collaborated with PSHP to introduce PA House Bill 980 to add an additional institutional member to the State Board of Pharmacy as well as a pharmacy technician! The Bill was subsequently referred to the Professional Licensure Committee for further consideration and has increased to nine co-sponsors as of April 24th. Another PA state pharmacy association did not agree with the alternating pharmacy technician between health system and community pharmacy and preferred removal of the related 1-term technician appointment. PSHP Legislative Committee and Board leadership discussed the other state association’s position and came to consensus with agreeing to remove the language on alternating pharmacy technicians between institutional and retail practice, and also agreed with keeping the technician term consistent with all other SBOP appointments. With these changes included, we anticipate the bill to move forward in the Licensure Committee in May. PSHP provided detailed comments in multiple areas of the regulations that weren’t recently part of our conversations. We have been appreciative of the many changes to the regulations that the Board approved per PSHP’s suggestion at the prior meeting. Examples of success during the March meeting include PSHP’s request to modify the outdated square feet countertop prescription working counter space language, update to definitions of self-administration of medication in an institution setting, allowance of a pharmacy intern to prepare prescriptions while a pharmacist is on break, and much more.</p><p style="direction: ltr; text-size-adjust: 100%; line-height: 17.5px;">PSHP advocated for the Pharmacist-In-Charge of record to not be required to be replaced in the case of a FMLA-related absence after 30 days unless a waiver is requested. While the Board was understanding, they shared insights that the language previously stated 15 days so the updated regulations are more lenient. They suggested communications on a case-by-case basis with the Board for waiver consideration.&nbsp;</p><p style="direction: ltr; text-size-adjust: 100%; line-height: 17.5px;">PSHP also advocated for consideration of allowing a retail pharmacy to have a satellite location in the health system for dispensing when the retail pharmacy is closed to help facilitate meds-to-beds or similar discharge programs in health systems. Given the lack of 24/7 pharmacies in many areas and the closest retail pharmacy being a long distance away when a patient is discharged, we shared concern about patient or caregiver ability to obtain discharge prescriptions such as anti-infectives or pain medications and risk for readmission. The Board shared concern with licensing of the different pharmacies as a reason they are unable to modify the proposed language further without new legislation.</p><p style="direction: ltr; text-size-adjust: 100%; line-height: 17.5px;">We have been appreciative of the many changes to the regulations that the Board approved per PSHP’s suggestion at the February meeting specifically surrounding the management of drug therapy. The Board accepted PSHP’s original recommendation to modify the language for electronic submission, authorized designees and batch filing for collaborative drug therapy management (CDTM) protocols and collaborative practice agreements (CPA) as well as including physicians or other providers in notification of results within the electronic medical records as beneficial for all health-systems across Pennsylvania.</p><p style="direction: ltr; text-size-adjust: 100%; line-height: 17.5px;">Finally, PSHP will share additional updated language recommendations for the technology and automation language in the pharmacy regulations for discussion at the April PA SBOP meeting. Highlights of what we are proposing include moving away from requirements for testing and validation by the pharmacy of automated medication systems and independent validation by the Board on the accuracy of the systems. We are proposing language that includes the manufacturer’s name and model, if applicable, and includes a description of how the automated medication system is used in the pharmacy.
